Paul Evans:What Does Forward Look Like? Canada, China and a Ruptured World Order


The Carney speech at Davos both described the current rupture in the international system and prescribed Middle Power initiatives to build a new one. What are the possibilities and constraints shaping deeper China-Canada collaboration in promoting a revived multilateralism?


Paul Evans


Dr. Paul Evans is a Professor Emeritus at the School of Public Policy and Global Affairs, University of British Columbia (UBC), and a leading Canadian scholar on Asia-Pacific affairs. He holds a Ph.D. in Political Science (with distinction) from Dalhousie University, and B.A. & M.A. in Political Science from the University of Alberta.

Dr. Evans has served as Director of UBC’s Institute of Asian Research, Co-CEO of the Asia Pacific Foundation of Canada, and a long-serving member of the ASEAN Regional Forum Experts and Eminent Persons Group. He is a co-founder of the Council for Security Cooperation in the Asia Pacific (CSCAP) and has held distinguished visiting professorships at Singapore Management University, National University of Singapore, and Universiti Kebangsaan Malaysia.

His research focuses on Asia-Pacific security, Canada-Asia relations, global China, human security, and middle-power diplomacy. He is the author of Engaging China: Myth, Aspiration and Strategy in Canadian Policy from Trudeau to Harper and co-author of The Asia-Pacific Security Lexicon.
