Roger D. Petersen: Death, Dominance, and State-Building: The US in Iraq and the Future of American Intervention

In this lecture, renowned conflict scholar Roger D. Petersen offers the first comprehensive analytic account of post-invasion Iraq. Although the war is widely derided as a post-Cold War foreign policy blunder, its actual course and conduct remain poorly understood. The lecture lays out an accessible framework for analyzing fluid, violent internal conflicts, then applies it to case studies unpacking the strategic interplay among US forces and Shia and Sunni insurgents in Baghdad, Anbar, and Hawija. Reconsidering the Surge through the lens of Shia–Sunni dominance struggles in Baghdad, it also examines the failures of state-building in Iraqi Kurdistan. Critically, it traces how the 2003–2011 US occupation shaped Iraq's political and security contours from 2011–2023, drawing lessons for future American interventions from what is widely seen as the US's most disastrous foreign policy venture since Vietnam. Insurgencies cannot be wished away—they will endure. The real question is what the US and other great powers might do about them.
