Rizal SUKMA: ASEAN, Great Power Competition and the Imperative of Institutional Adjustments


ASEAN, since its establishment in August 1967, has undergone a series of institutional adjustments. Starting cooperation in what can be called as an experiment in multilateralism, ASEAN’s institutions evolved in a way that served as an instrument to manage intra-mural and extra-mural challenges. The formations of the ARF, ASEAN Plus Three, EAS, ADMM Plus, and latest one, the RCEP, all function as institutional strategies employed by ASEAN to manage the challenges stemming from the changing strategic environment. Today, that external environment is changing again, and poses much more formidable challenges to ASEAN. That change and challenges now come from the intensifying great power competition, especially between the US and China. It affects ASEAN’s unity, centrality, and relevance. Can ASEAN once again manage those challenges and keep its unity, maintain centrality and stay relevant? What is the institutional strategy that ASEAN can employ this time?

Rizal SUKMA(利扎尔·苏克玛)


Rizal Sukma is a Senior Fellow at the Centre for Strategic and International Studies (CSIS), Jakarta. He was Indonesia’s Ambassador to the United Kingdom, Ireland and the International Maritime Organization (IMO), London, from 2016 to 2020. He joined CSIS in 1990 and assumed the role of Executive Director in 2009 until 2015.

Dr. Sukma also served as former Chairman of International Relations, Muhammadiyah Central Executive Board (2005–2015). His works focus on issues including Southeast Asian security, ASEAN, Indonesia’s defense and foreign policy, military reform, Islam and politics, and domestic political changes in Indonesia. His published books include Security Operations in Aceh: Goals, Consequences, and Lessons (2004), Islam in Indonesia’ s Foreign Policy (2003); Indonesia and China: The Politics of A Troubled Relationship (1999) and Indonesia's Foreign Policy Under Jokowi: Retreat, Return and Reputational Cost (2025).
